The Google AMP developed by google and just appears when you click on google search results. When you access to your site direct on mobile - you can't display AMP pages - it will display the mobile responsive.
When someone search on the google in mobile & tablet, and click to your site => It will load AMP. That's the way AMP work.
As I see now, you have some issues with AMP pages, this issue caused by you didn't follow the guide we've said on documentation of PenNews here - please make sure:
1/ You're using a menu for your AMP pages ( Appearance > Menus > check on "AMP Menu" ) WITHOUT use category mega menu.
2/ Use google adsense like we said on the documentation.
