1/ You can do that as normal by use sticky post – also, make sure you do enable sticky posts on your blocks here
2/ We will consider about this.
3/ You can use Custom HTML widget or Raw HTML element from WPbakery to put your affiliate links to make that widget appears like that.

That's a heavy features - I recommend you use a plugin to do that
We don't want to make the theme heavy for other customers doesn't need this feature
