I just completed a brand-new clean install with no existing site and content. What do you recommend as the most secure way to handle .htaccess and the wp-config.php? Should I disable access/move/copy .htaccess with specific settings?

Hi,
You shouldn't do that because it can make all the themes ( not only our theme ) can't working fine.
I think the best solution here is use a plugin for security - example:

or:
https://wordpress.org/plugins/all-in-one-wp-security-and-firewall/
