1. I'd like to place skycraper banners outside of the content, but I cannot find any widgets to place there on the left and the right next to the sidebars.

1/ You can use raw html shortcode on home page and Penci custom html widget . ( http://prntscr.com/mi6740, http://prntscr.com/mi67bv )
2/ About size of logo on header mobile, please use logo with max height is 48px
