I am trying to change the Topbar hoover color, I tried every option in customize but I could not change the color. The only way is to change the ACCENT COLOR in Colors General, however, that is not what I want. I want to keep the aceent color as blue and remove the hoover color on Topbar.
Could you help me out on this issue? Thanks a lot!

Please go to Customize > Addtional CSS, then add custom css to do that
Change text color on topbar
.penci-topbar,.penci-topbar a, .penci-topbar ul li a{ color: #fff; }
change text hover color on topbar
.penci-topbar a:hover , .penci-topbar ul li a:hover{ color: #1e73be; }you can change color to any color you want you. You can get color color here
