We are using Penci Featured Cat widget. We did a test with bulleted text. The bullets do NOT show up in the excerpt but they do show up when you click through to the whole post.
WordPress will auto removed all the HTML & shortcodes inside excerpt. So, there is no way to keep the bullets on the excerptNo any theme can keep bullets on the excerpt.
