I add Featured Category in my page and add View All button but this button doesn't redirect to the category according to the build query is it normal ?
Do I have to always fill the view all button ? (because you can't know where to redirect if there's more than one category in the build query ?)

Yeah, that's normal
Because if you filter your featured category with multiple categories, we can't detect what's category you want to link for.
