1/ You can create a footer like that by do following steps:
a) Go to Customize > Footer Options > on "Footer Widget Area Columns Layouts" > select the layout as you want for your footer.
b) Go to Appearance > Widgets > drag & drop widgets on the left side to "Footer Column #1", "Footer Column #2", "Footer Column #3", "Footer Column #4" - to make the widgets appears on each column.
