Do you mean change the "Top Posts" text or the text from "Top Posts" slider?
If you mean about change the text from "Top Posts" slider - It's automatic get from your posts title based on filter for your Top Posts via Customize > Top Bar > General
If you want, you can replace the "Top Posts" to "Topbar Menu" by do follow steps:
a/ Go to Appearance > Menus > create a new menu for your topbar > add menu items to topbar menu > scroll down and check to "Topbar Menu" at the bottom.
b/ Go to Customize > Topbar > General Settings > and check to "Enable Topbar Menu"
