I didn't see the CSS I sent appears on your site. As I see you're using a plugin to minify all the CSS and remove the query strings from resources, it makes the Custom CSS from the theme can't be updated ( because you've selected to render the Customizer CSS to a Separate CSS File )
Please try changing it to "Inline CSS" and check it again.
