Your documentation has revealed this function on this link - http://soledad.pencidesign.com/soledad-document/#speed-optimization but I can't see it on my customization please see an image attachment. Otherwise, I use WP-Rocket to do the all cache stuff such as Minify CSS or javascript.
I using GTMetrix to check the site speed insight about the core web vitals but they told me to avoid layout shift. Please see the image attachment as well.
1/ Please update your theme to the latest version to get it. As I see you're using old version of the theme.
To update the theme, please check this guide. - remember do step 4 after updated the theme on step 3.
And make sure you've activated plugin "Penci Shortcodes & Performance"
But, if you're using WP Rocket to Minify & Optimize CSS & javascript - maybe it will override the options from the Speed Optimization section - we've said about this in the documentation.
2/ We've reduces the issue with avoiding layout shift on the latest update also. You can update to get it. Make sure you clear all the cache to see changes after updated the theme to the latest version.
