My website has installed the WP Mail SMTP plugin and when I add the user directly, I still get the notification mail, but the user registered using the theme's feature, I don't receive the notification mail.
Please try to use the plugin Customize WordPress Emails and Alerts: https://wordpress.org/plugins/bnfw/, you can manage all email notify of WordPress easily.
If you still can't receive the email, please send me your site login credential in a PRIVATE reply. I'll log in and check your site config.
