I've config speed optimization settings, but your site still serves the content from the cache. Please clear all the site cache/server cache then check again.

When I look at the 'optimize CSS' section in the customizer, it says 0 critical css files have been cached. How is this possible? It should cache them right, or am I mistaken?
1. Yes. You can turn off this option, but the LCP score on Google Page Speed insight will be decreased,
2. Your server has blocked some functions, so our page speed optimization can't create minified CSS files. But the critical CSS still works properly without cache files.

Yes. The minified CSS file creator doesn't affect the LCP score, so you can keep all the settings without modifying anything.
