I checked many times and seems the cart page was not cached, but the problem still exist. 3. I turned OFF litespeed cache, but the problem still exist. 4. I turned ON litespeed cache, and used DIFFERENT theme (storefront) and the cart refresshing WORKED WELL. For me this means that the Soledad theme has conflict with woocommerce. I started to setup our woocommerce shop. On the cart page the "Refresh cart" button remain inactive after increase/decrease cart items.
