In this theme in the attached images, it was possible to set two different News Tickers, one for Desktop and one for Mobile. The News Ticker for mobile has a lightning icon instead of the "Latest news" text, and a different font and word length has been used.

You can only create elements for each device with the Elementor Page Builder by hiding it on specific devices.
All other options of Soledad don't support this feature.
