I jus bought this theme and while configuring the RSS feed plugin on my local server I am getting below error

What could be the issue 

Since its hosted in locally on a LAN you wont be able to login to the website. Is their any other way to do it?

Downgrading the PHP fixed this issue but my wordpress dashboard is showing me this error
