    Dear Sir, please tell me why my user can't submit any comments on my blog posts. 

    And how can I add any comments manually.

    Hi,

    1. Please go to Appearance → Customize → Single Posts → Comments Form: make sure you've turned off the "Hide Comments & Comment Form",

    2. You can manually add the comment like the screenshot below:

    All settings are the same but can't add any comment manually or by user.
